Call for Resource Submissions
We invite resource contributions to The Web Conference 2027 (formerly known as WWW).
The Web Conference is the premier conference focused on understanding the current state and the evolution of the Web through the lens of different disciplines, including computing, computational social science, economics and political sciences.
This year, The Web Conference will continue a dedicated track for resource papers that is distinct from the academic tracks. The Resource Track aims to serve as a forum for discussion on how to improve the practices of creation and usage of resources, as well as a place to present newly available resources. We hope these discussions and resources will facilitate and accelerate novel research directions and the development of novel industry solutions.
We invite submissions on the following, non-exhaustive list of topics:
- Data resources comprising new and innovative datasets or protocols, or resources created using novel methods and/or algorithms.
- Data resources derived from or building upon previously available data resources with a novel perspective/focus, with novel and well-described annotations/labels, with improved quality, and/or using novel methods/algorithms.
- Software resources, such as Web services, APIs or open-source libraries to support research or data resource creation, such as data generators, reinforcement learning environments or evaluation environments.
- Novel methods/algorithms, insights or development journeys on creating data resources or software resources.
- Experience descriptions and challenges with the development of new web standards, or unsuccessful standardization efforts thereof, for example, due to disagreement with browser vendors.
- Discussions of ethical questions in the existing resources, their downstream web applications, or in the creation of new resources.

Submission Guidelines and Requirements
Content
Submissions should clearly detail the context, motivation, value and contributions of the proposed resource, with explicit descriptions of real-world use cases for intended target users. Authors must provide a stable access link to the resource together with an explicit open-source or open-data license statement, as well as comprehensive supporting documentation.
For data resources specifically, the access link must provide full access to the intact dataset to enable reviewers to independently verify data quality, novelty, annotation accuracy, and experimental reproducibility, while for software and tool resources, submissions must additionally include a live, runnable demo instance and concise quick-start documentation.
Authors are also encouraged to describe plans for maintenance, versioning, governance, and long-term availability. The sustainability and maintenance plan will be considered as part of the resource evaluation, where applicable.
Formatting Requirements
Submissions must be written in English, in double-column format, and must adhere to the ACM template and format (also available in Overleaf). Word users may use the Word Interim Template. The recommended setting for LaTeX is:
\documentclass[sigconf, screen, review]{acmart}
A submission must be a single PDF file of at most four (4) pages, including references.
Submission Site
Submissions must be made through OpenReview (select the Resource track).
Authorship
Submissions are not anonymous, hence authors should list their names and affiliations.
Reviewing
Submissions will be peer-reviewed by members of the Resource Committee. Evaluation will consider originality, technical significance, resource quality, presentation clarity, accessibility and reproducibility, maintenance feasibility, documentation completeness, sustainability and practical usability. The review process will be single-blind.
Ethical Use of Data and Informed Consent
Authors are required to include a section on the ethical use of data and/or informed consent of research participants, addressing as applicable data provenance and collection compliance, privacy and de-identification practices, licensing and copyright considerations, potential resource biases and misuse risks, and caveats for LLM-generated, synthetic, or automatically annotated data.
You and your co-authors are subject to all ACM Publications Policies, including ACM’s Publications Policy on Research Involving Human Participants and Subjects.
Publication and Presentation Policies
Publication
Each accepted paper will be included in the Companion Proceedings of The Web Conference 2027.
Registration
To be included in the proceedings, every accepted paper must be covered by a distinct conference registration, even if authors overlap. Registration must be completed by the camera-ready deadline.
Presentation
Every accepted resource paper should be presented in person at the conference. In addition, the authors of all resources will be asked to present a poster on-site.
ACM Open Access
The ACM Open program is designed to help institutions actively support Open Access publishing. ACM is proud to share that approximately 3,000 institutions worldwide are already participating, covering approximately 76% of all ACM conference papers. To be included in ACM Open, the corresponding author must be affiliated with a participating institution. A list of all ACM Open participating institutions can be found here.
For APC-eligible articles, including research papers, short papers, and survey papers, where none of the authors are currently affiliated with a participating institution, an APC will be required.
To support authors and institutions that are still adapting to ACM’s Open Access publishing model, the ACM Council has approved subsidised APC rates for 2027. Authors whose institutions are not yet participating in ACM Open will pay a discounted rate of $500 (ACM/SIG Members) or $750 (Non-Members). We encourage authors to help bring their institutions into ACM Open during 2027, as ACM’s temporary APC subsidy is scheduled to end after this year.
Please note that ACM is not lowering APC pricing. Rather, ACM is providing a one-year subsidy for 2027 that reduces APC pricing for authors whose institutions are not yet participating in ACM Open. 2027 will be the final year of this subsidy and in the future APC pricing will be based on the actual cost of publishing and hosting articles in the ACM Digital Library. It is possible that APC prices will go up or down in the future.
